Telegraph-Northgate is an under-developed urban neighborhood located north of downtown Oakland. During the late 1990s, this neighborhood was suddenly besieged with proposals to change its residential character in favor of highrise downtown development. In 1998, the Telegraph-Northgate Neighborhood Association was formed to help create a voice for the neighborhood. After two years of meetings, focus groups and planning workshops, the Neighborhood Plan was created. The Plan's vision was to maintain the existing residential character on the local streets, enhance the neighborhood-commercial character along Telegraph Avenue, and to define a "transition zone" between downtown Oakland and the existing residential blocks.
